I heard someone level 4 got 100k. I didn't get that much.

Usually 20k-50k is reasonable depending on your competing offer. 100k if you are exceptional.

My frnd in Bay Area got 25k

Sign on usually depends on amount of unvested RSUs you have with your current job.

Declined 50k for level 4, was offered 100k after that.

30k is very reasonable
