Yes. Signing bonus is an incentive to join. Relocation package is entirely separate and companies offer/calculate these things separate. You won't be getting relocation for same city though. I believe most companies determine this and pay it out in brackets of miles.

Yes. Generally there are strings - you may have to pay it back (or prorated portion thereof) if you leave the company before a certain time milestone (ours is typically one year of employment). Relocation is separate from signing bonus (and would not apply in this case)
My signing bonus at Midway was to lure me away. Thank god I took it because a week after I left the original job the team got laid off, then 2 months later Sumner Redstone dumped his stock and I lost the Midway job to a mass layoff ... that bonus being critical to survival.
