When do your kids start to have their own smart phone? And what kind of policy (if it has) do you enforce? And how? Example of policy like no more than 1 hour YouTube time per day, no games app installed, etc.
No phone until at least mid - high school or college when he will start to have reasons and occasions to use that phone to call me.

Got my kid a smart phone at 11 when she started walking home from middle school. I made her sign a contract of use (can find some on Pinterest) that covered her rules like, no using it before homework is complete, no using it at the dinner table, etc. It was also stated the phone was a privilege and any abuse of it, it could be taken away. I found this worked for us.
My son id 11 and is a tech geek so he has all sorts of technology that would raise an eyebrow with some parents...including two mobile phones, iPhone and Samsung. I think it depends on the kid though. He's obsessed with his homework and spends plenty of time outside so the phones aren't a big deal from a focus perspective. He gets excellent grades. What is a big deal is the cost--I don't want to pay for two phones for one kid. I've told him he needs to narrow it down to one phone by end of this month. We also have phone rules that he must follow similar to Gx2810.

I wouldn't get a kid a smart phone unless I wanted him/her to be a dumb kid.
Kids now days have then WAY too young. I, like you, can't fathom a scenario where that is healthy.
