The average PM salary in sf is 160k but I’m scared to ask for it since I’ve only completed one 4 month long PM rotation at YouTube and only have 2 years of full time work experience. Do I have any leverage? Might get an offer from a startup on Friday.
You could ask for the average but what is the average experience level? Not entry I assume.
Not really. Leverage comes from your best alternative. If your alternative is staying where you are at you're current salary, what ever they say will pretty much be it. You can definitely ask for something higher, but dont be surprised if you get laughed at if you ask for 160k. It's also important to note that with salaries - average>median. Some PMs in SF make a lot. There is a fat right tail.

You need to have more patience. Stay at Google. Get really good at your job, the money will come. The truth is that Google is one of the highest paying employers on planet earth. Its hard to get into, and you are already there. You might find someone to pay you $160. But you are quickly going to realize that isn’t enough and you will want the next big jump. That means trying to get back into Google or a similar company. Why do all of that? Just stay and be patient. The money is coming.

A startup unless in a C+ round cannot offer you an average salary you’ll have to make it up on equity
