Finance & strategy is actually just finance. Not sure why it has the “strategy” in the name. They do some strategy style work because they do a lot of analysis for the business, but pretty much all work is financial in nature (eg margin improvement). Bizops is your typical strategy and ops role in tech company, so they usually do more of the pure “strategy” work, but also do operational work like running business reviews, setting goals, etc. All these functions are internal facing only. Only sales, partnerships and some product managers are external facing.
