Got an offer from Uber where the recruiter said that the annual bonus program is guaranteed and can be anywhere from 1x to 2x the initial amount (so if bonus is 20k, you will receive anywhere from 20k-40k).
In the offer it says that bonuses are not guaranteed.
How likely is it that I get the 1x every year? Should I push for them to include that "guarantee" language in the contract?

Recruiter is just selling you on the position. Good news is that the bonus is almost guaranteed - very unlikely to not be paid out according to their stated system. But legally speaking, it's not guaranteed.
meets all ~1x
exceeds ~1.5x
they wont change bonus - just ask for another 30k signing lol
