This is how I would do it:
1. Be the SDE everyone wants on their team (you’ll have a great reputation)
2. Make friends with the manager and the people on the team you want to be on. Find a mentor and champion. Share your interest. Ask about job shadow opportunities.
3. Go to a CSPO certification class of start informally managing projects on your own team to get experience and build skills.
4. Ask to fill in for your PO/PM when they’re OOO. Make yourself indispensable.
People who are established at the company, have great attitudes, are hungry to learn, do more than than is required to get by are so much more likely to get promoted - even if they lack the full qualifications required for the role.
But that’s the wrong question.
If you want to make a career change, make it happen. I know you can.
Also, remember, pretty much no one goes to school to be a PM (program OR product) . These are skills your attain over time and experience.
