S386 is a fairness bill that will make all employment seeking immigrants go through the same process regardless of country birth. This means applying for work visas instead of Employment Based green card as the first step.

Right now the biggest work visa aka H1b is dominated by people from backlogged countries - India followed by China.
Once the fast track green card process disappears immigrants from all countries will be forced to compete for H1b visas which obviously will have the effect of improving diversity! When everyone competes equally economics 101 says wages go up!

Now there are certain special interest groups, very active on blind which cannot stomach the truth because they lose their fast track path to us citizenship. Notable is the NIAC who cannot bring cheap workers quickly into US due to the US- Iran hostility.

    I donโ€™t get why would anybody vote for this. It only benefits Indians that monopolize the market for H1Bs with all your corrupt IT consulting companies. If anything India should have a penalty for all the corruption theyโ€™ve done to the program.

      Not all Indians, but the vast majority of them are just cheating the US immigration system and are incredibly bad at their job simply because a lot of Indians want to run away from they home country. The H1B HAS A FREAKIN LOTTERY to pass, it's totally random!!! If you have 80% of Indians they will steal the place to much better foreign workers just because of numbers!
      The real problem with the GC backlog is there is no per-country cap to H1B

    S386 wont improve diversity, but it doesnt need to. There is already a separate diversity visa. S386 is for immigration based on merit.

      Fight all your India China wars but you won't change the fact that
      people who will benefit are folks who are:
      1. Legally present in US
      2. Approved to receive green card by DHS, USCIS and Labor departments!
      3. Have been paying taxes in US for decades!
      4. Can renew their H1b visas forever!

      Many have houses, American kids and have built their lives in USA
      At this point their country of birth is as pointless as Obama's country of birth controversy!

      @twillio, are you asking me or the linkedin dude calling out so many names for he sure is triggered!
      Contract workers aren't all the same. Only a small percentage of those in consulting companies manage to make it past the labor stage. Rest are temporary guys who aren't scrutinized the same way as folks applying for permanent residency. If you are wondering who hired such folks look no further than Google home manual testing team or Apple maps. If you are looking to send those folks back home bills like S386 are infact the way to do it. You limit legal immigration and beat consulting companies at their own game with fair market competition.

      Side note - I will concede my example was bad because folks with poor reading comprehension see islamophobia.
      I should have asked do you fear taking domestic flights post 9/11? You probably don't because you trust DHS. And yet you can't trust them to do background checks right for tech workers?
