The report's premise is, since many filings are at level 1 and level 2 wages (SWE1/2), let's consider these to be below local median wages. While that might be typically true for other companies, SWE1/2 in Big Tech easily earns 2-3 times the local median wages just in base salary, even though the wages are classified as level1/2. Typical sensationalist reporting.

The guy -ron hira . Has been saying the same thing for last 2 decades. He is correct in pointing out the prevailing wage in labor certification is gamified and more noise than signal. I think companies and lawyers intentionally low-ball the lca. I have extended my visa like 4 times now and my base salary at the time of filing has been consistently been 20 to 30% above the lca filing midpoint. Also he sort of is self contradicting in the same article in manyplace. Also most of the salary comes in form of equity which is not even considered in lca system. Article is intended to stoke his political viewpoints at a time when him and all the immigration restrictionists see as ideal to push their agenda.

Consulting firms exploit H1B visa candidates. However, if you are working full time with the company directly I don’t think this will apply (to the most part, but there could be exceptions).
