Also - did I seriously limit my chances the last time I interviewed at Uber by excluding SF location, only willing to commute to Palo Alto? I noticed I interviewed for teams which mostly use Java, while I have zero experience there.

Folks, let me tell you. No one can diminish the long term potential of Uber. It has lot of growth potential.
Not a bad time. Come on in. In fact the stock is at a low so expect that to be beneficial to you. Only issue is hiring will be less in California offices. They will hire more in other offices in US and out of US.

IMO their reorganize/layoff after shock has not settled. I was told there was no more headcount next day after interview, nothing to do with my performance. I trust it's safe and good if I manage to get an offer but seems chaotic at the moment.
