I have received an offer at Uber and have competing offers at a couple other “tier 1” companies. My Uber recruiter told me that Uber doesn’t negotiate and the offer he puts together for me is their best and final offer, due to pay equality. Is this true?

Try to negotiate a $50k sign-on bonus over two years with a competing offer. That's probably their only wiggle room if you are good. Only way you can increase the offer otherwise is to get slotted at a higher level. Ask if you can be evaluated +1 level if there was not enough signal, though 90% of the time there is enough signal. But it's worth it to try.
