It totally depends on your manager/team. The best case is 1.5 years for l3->l4. The idea is, first cycle, NA/CME by default, then SEE and then SEE and promo. You need some form of sustained performance at the next level for promo. Obviously, all of it gets thrown out if you have a supportive manager who can make a case for you. L3-> L4, your manager sets up your case and presents it.
