This is good for FANG. H1Bs from outsourcing companies being rejected means more places available for FANG. 80K/year cap didn't change. What changed is who gets accepted. Used to be mostly body shops. Now real tech companies.
This is a good thing. H1b was never meant for outsourcing or consulting work.
But they are the major beneficiaries for last 10 yrs at least .

If those garbage applications could be purged from the queue people like you (@nvidia) would get a greencard in a fairly reasonable timeframe.
All EB1 GCs awarded to the so called loser managers with international experience who are at these body shop companies should be retroactively cancelled.

This is a good start. Congress needs to pass a law to shut the body shops down completely. But in the meantime this is a step.
If there was a bill that passed with no EVC, it will get struck down by courts. The best that can happen is what is happening - executive tightening the noose.
I don't see why it would get shot down. I don't know if Congress has the will to legislate it, but it would be well within the power of Congress if they did.
