Broke the cover of the tail light

Honda dealer is quoting $450 for parts and labor. The neighborhood repair shop is quoting $250 for aftermarket part and labor.

How to get this fixed without spending hundreds of dollars?

Both the dealer and the mechanic are saying that the whole light needs to be replaced and not just the cover even though the light itself is working fine. And that is increasing the cost.
