Well... If you're looking to get into project management and have no experience, I'd say try to find a place willing to get your foot in the door as a PjM and then go from there. Otherwise, consider a vendor like Microsoft. Occasionally you'll find good contracting companies, but most are Cleared work in DC. DMI was a good company to work for a number of years ago when I was there.

Or apply for government jobs if you don't ever plan to leave the DC area. Benefits are good and stability, plus most Govs end up doing some kind of project management

Does google do any non-cleared SE work? I will never get a clearance but I guess Iā€™d grind LC for a google interview if they hire for SE otherwise.

If you want to do project management, you can pretty much do that anywhere. The area is dominated by the large government contracting/consulting firms like BAH, Deloitte, Accenture, PWC, KPMG.
