There is a lot of fuss about pip/dev plan in Amazon and each year around 5 percent of engineers has to be fired under these. Is there any policy exist in Microsoft/google/Facebook/apple too equivalent to this?
It's called IR (insufficient results) on connect (you only see it if the box is checked) It's the equivalent of pip but there's not necessarily a timeline to get you fired, if your manager wants you out they'll manage you out, and if they want to work with you they'll try to help you improve
Is it that frequent or does it happen rarely? Also is there stack ranking still at Microsoft?
No stack rank, but sliding scale means rewards are still similar to a zero-sum game IR/ZR (zero rewards aka no bonus) isn't super frequent, but it really just depends on the manager. Since managers practically have free reign on ratings/rewards, some can give a lot of pips at their discretion (assuming they have a good relationship with the skip, who can give them carte blanche)
Microsoft doesn't have bell curve??
People can get PIPed at MS (Insufficient Results/No Rewards), but it's not nearly as common as at Amazon. No real dev plan equivalent, but they will try to coach you. No attrition quota.
