What is “risk quant”

I’d like to call for help on a clear definition on it.
What is a risk quant for?

and what is the official job name for being a “risk quant” ? I want have some connects but when searching from internal job portal, not much info abt it( maybe the team is not recuriting)

I know someone doing market risk/credit risk in consumer banking, but their job are more like analyst not involving much in prob statistics and programmimg, which are “essential skills” being a quant. maybe risk quant only exists for Investment Banking?
