How many engineers are L63/64 (senior SWE) expected to create scope for (including oneself)?
Creating scope here would mean planning work, finding new opportunities, leading/growing engineers, etc.

For 63, the scope of the level is definitely more oriented to individual contribution, although with time, you are expected to start developing original ideas, conduct small projects, plan work for you, and other people on your team. How many? Well, it depends on how ambitious, usually from 1 or 2 other coworkers to your entire team. I consistently help my manager create design documents and then create work items/tickets (with enough detail to be implelentable) for quarterly planning; ocassioanlly, I also contribute tasks for other teams.
If you do this consistently for some time, this is the scope for L64 that, in some cases, it's informally called "team lead".
I joined Microsoft a few months ago as L63, from a smaller non-tech company, and I completely overlooked the level. It can be pretty comfortable or as for me pretty boring due to the limited scope.
