What’s the ideal answer to ‘are you actively interviewing?’
If answer is yes and you do good in onsite interview then recruiter may ask about other interview/ offer status before giving theirs on paper.
Answering No means you are thought of as not serious in your job search. Either you are unprepared for interviewing or you may not accept job offer and that's why you are not interviewing elsewhere

A dangerous game if they choose to call your bluff and tell you to go home and take one of those offers. I’ve seen it happen.
True dat. I’ve always used the word “confidential” when they ask to present another offer and haven’t had any issues. But, you’re right.. if you aren’t great at the game it can work against you.
"yes" That's the only correct answer to this question. "Sorry, do not wish to discuss offers or interview stages because they are confidential. The same way I wouldn't discuss your interviews outside."
Why?
If you are interviewing, they have competition and are less likely to get away with lowballing you.
