I was an intern in the summer and continued on to be part time. I'm a senior right now graduating May 2020. I want to ask them for a full-time offer but am not sure when is the best time to do so or how should I bring it up. Any advice is appreciated. Thanks!
They want you around, or the internship would have been it. Show your interest, but don't put yourself in a compromising position. Get competing offers to give you an edge in the negotiation process, and a good starting salary.

When you have competing offers, but don't let them know that until you get the verbal offer, then you bring up the counter offers and force them to raise your starting salary to match competitors or you drop them. Of course, you enjoy working there, so just get them to raise it a bit, then capitulate. It's better to be happy and enjoy your work than $10k richer pre-tax and miserable.
Tell your manager: "I enjoy working here and I am looking for a full time position once I graduate. Im hoping that I can land a FTE position here. Can we make that happen?"

Just ask, otherwise they don’t know. At Google you have to indicate you want a return offer - fill some form(s).
I would say talk to your manager and get some inputs. Just to be on safer side search for FTE job so if you are not continued then you can join. Generally after internship 90% they hire if you are good at your skill set and serious on work
