I am a actively looking for full time opportunities in wireless project/ program or product management roles and seems like companies willing to sponsor H1 are very slim. I have 10+ Yoe in the RF engineering domain with specific experience in cellular network testing and analysis, E2E call flow analysis 2G-5G , spectrum planning, cell tower infrastructure and products that fall in those domain. Applied to Qualcomm for modem test engineer position so many times.. never received any email or any updates on that. Even after referrals lol. I think Qualcomm only does contract to full time. I may be wrong though.

For some co’s such as AT&T you may have to work it through a contract co. They have several that perform work for them. Sorry I can’t think of a specific co but it’s the only way I know of.
