Which promotion system is better - FB peer review or MSFT suck up your manager?

Lots of complain in MSFT channel of how our promotion system sucks. Basically make your manager happy is #1. Impact and whatever shit is #2. But is it that bad? Would you rather have FB style 'peer review' and play politics with everyone in the annual hunger games? Also curious to know how promotion is like in other places. Google? Amazon? Snap? Airbnb?

2nd option above is mandatory either way, since your manager brings the promotion discussion at first place itself. 1st option is just a overhead and painful.
