Most tech companies are ok with H1B transfers, but nearly no one is fine with making a new application. I understand the reasons; uncertainty over selection in the lottery and then wait till October 2019 for the new hire to be able to join. Still, are there any companies that are willing to make fresh applications next year by overlooking these barriers ? Asking for a friend who's currently working on L1 with 7 yoe and very solid CS background.

Apparently none are doing this year. Profile being strong, he's getting lot of interest from FANG Airbnb Dropbox Uber LinkedIn recruiters, but on hearing L1 visa status none are willing to move forward. They are saying first get H1 from present employer

Yes, I have heard FB say no to sponsoring new H1Bs. Donno how much of it is true, but heard that last year they rescinded offers for hires who didn't get selected in the lottery, instead of offering the option to relocate to London.
