Unless most people use same agency to contact trucking companies then agency can control who gets most transport contracts based on how much benefit it gets , though it's not ownership but maximum influence

Like someone mentioned, it's mostly owned by the 15 or so, tier 1 network providers who provide global transit. If they bail out, then internet is dead.
