I'm thinking of leaving before my 1 year. I want to see if I could negotiate a prorated penalty since I have been here almost a year. I realize I can stick it out for a few more months, but I want to see what my options are. But I don't know who I'm supposed to talk to. HR? My hiring manager has since left the firm. If anyone knows the procedure, I'd very appreciate any info.

Stick it out, it goes quickly, otherwise you'll have to pay it back. I doubt they will negotiate. Alternatively, you can see if new employer will match or give you more to offset what you have to payback.
Just leave and see if your employer sues you or not.
They won't sue you they'll just send a bill and then send it to collections if you ignore it
