Why can't Microsoft simply increase their compensation

It is pretty obvious that compensation at Msft lags competition by a significant margin. Why can't Msft simply up their compensation? I thought and believed that Satya Nadella was modern and progressive compared to his haughty predecessors.

Msft plays the WLB + Prestige card and blatantly lowballs candidates.
E.g. a standard L61 offer (Fang L4 equivalent) in Bay Area for Msft is 145k base and 140k RSUs over 4 years (195k TC). To compare, most of the Bay area companies pay in ballpark of 270k to 300k TC for L4 ๐
