Why do some stocks issue a split and others do not?

AAPL has split 5 times
AMZN which has not split since 1999
I understand, theoretically splits do not change inherent value of a stock.

People with less money to invest can already use index/mutual funds, ETFs, or fractional shares, and major tech companies have enough investors that they don't need to encourage the traders who benefit from lower unit prices.
Even before fractional shares were widely available, you wouldn't split unless you needed to attract more retail investors despite the volatility risk.
