Even if your have no kids in public school, you are taxed for public schools and colleges. (Like I am) Even if you never use the public library, you are taxed for it. By the way, for the initial few years, a visa holder can claim social sec taxes back. But if you’ve been here longer or are on an immigrant-Intent visa such as an H1B, then you are considered a resident for tax purposes. There are also a couple of other considerations: 1. the additional cost to the IRS of the additional work involved in keeping track of visa holders and their changing visa status 2. Privacy. It might be illegal for IRS to ask for your immigration status unless you want to give them your info, I.e., DHS and state don’t share with IRS. Finally, some brutal honesty: tax paying visa holders don’t form a strong base; don’t send lobbyists to congress. No one sympathizes with you because you’re a wealthy immigrant who makes more money than most Americans. It’s a tough battle.
Many countries have a reprocity agreement in place, which means your SS payments count towards that country's retirement program and vice versa.

One doesn’t need to be a citizen to qualify for social security. If you work here, you pay in, because you might qualify later. And, voters aren’t interested in making it cheaper for companies to hire non-voters than voters.
If you pay 40 quarters of social security you can get social security so it’s not bad
