Here me out. You pay say $9.99 for a entire year, you see no adds and have access to premium content. I would pay it. I don’t work at Facebook, but maybe I should.

It depends on how much FB is earning per year per user. They are definitely earning more that $9.99 per user per year, otherwise their annual revenue would not be more than $20B. Hence they won't come up with the paid plan you suggested especially at that price.
What price point would it need to be then?
All they need to do is offer gdpr compliance in the US, having the right to be fully erased. Most people given the option won't use it, and then they won't worry about info being sold.
