Just look at how Indians abused the H1B system because it doesn’t have a per country cap. If GC loses the per country cap then probably 80-90% of employment-based immigrants will be Indians. I think the US is OK with the status quo. US companies get cheap labor on H1B and US government doesn’t have to pay the liabilities associated with those labor becoming GC holders.
What "liabilities" does the US avoid paying as a result of Indians staying on H-1B visas forever because they can't get a GC? They are still here anyway. They would still be paying high taxes if they had GCs. Their kids born here will be US citizens.
So, does it mean people who get GC from rest of the world dont pay high taxes?

It this passes, it fixes something. No party wants to fix one way or another. They will keep it hanging so they can sell it to people who will buy.
The probability of it passing is very low. This bill has taken various forms over past 10 years and has been shot down every time. Last time, HR 392 didn't even make it to voting. Hope is very low. Canada is a nice option with Toronto emerging as a major tech hub. You will have your GC instantly and citizenship in 3-4 years.

It will not pass. They like to beat around the bush. The legislators will speak about it every year, there will be lobbying every year, but it will not be passed. They just want to give hope for people that it would eventually pass. But curious as it may sound. It is not as straightforward. They won’t pass the bill because they will want to have an uniformity in distribution. What I mean by this is: if they dish out GCs for all Asians, USA would have more Asians than other country people. Just because we are in USA, and just because we are in the backlog, we think it as unfair. But think about it, would we give Indian citizenship only for one country( say Nepal/Srilanka) just because there are many highly skilled workers from those countries? This bill will get passed ONLY if there is competition for USA in technical market. As in if technology develops to a greater magnitude in China/India, and if those countries support better immigration( which they don’t have to because of the population), the highly skilled workers and the companies might be tempted to go to a different country( which they have already started). USA is a capitalist economy, the companies will shift bases based on where they will get more profits. Same thing goes to the skilled workers. I saw some blogs which stated that China has already called back some Chinese high skilled workers back to their country to support their technology sector, and that they are getting paid close to their salaries in USA.(I’m not sure about the legitimacy of that article) If this happens in a higher magnitude, USA might be forced to take evasive action, which might bring a closure to this bill; until then, this bill will not be passed.

Highly unfair for RoW and all other countries. Merit based immigration if done right is the solution. Works in Australia/Canada for years and should work here too. Less reliance on employment/lawyers and you can drive it. If you want to stay, file for PR/GC, if not, go back.
It works there because it is not as vast as it is in USA. When the businesses grow in Australia and Canada, they’ll also face the same problems.
I like my Indian classmates and coworkers, they are all nice people. However, this bill is a disaster to diversity.
