My current company is in transition and they asked me to either move to different location or consider my last day to work 10/31 with severance package. If I quit before 10/31, I don't qualify for severance. I got an offer from another company. My H1-B transfer with them is also approved. Since my current company's team is in transition, I don't have any work to do, but I still be employed with them till 10/31 with valid H1B and get paid. Can I start working with new company before 10/31 ? Is it legally allowed to work full time for two employers given both have valid h1b approved ? Current TC: 120k location: bay area

Ask the company to pay out severance in one paycheck. You can only work for two companies on h1b if they are filed under concurrent h1b rule where both companies have to be okay with it.
