Should I expect higher TC if I don’t need work visa?

I started looking for a job and do not need visa sponsorship 😊. It seems that lot of people with work visa are having issues tranferring from one company to another thanks to USCIS’ RFEs/rejections.
Are companies getting desperate enough to pay higher TC to those who don’t need to deal with that uncertainty (e.g permanent residents and citizens)?

In short term, absolutely you would be more paid.
In long term, companies are desperate to get best talent not any talent readily available. What will happen is similar to other industries, tech companies would build massive campuses in Canada, Germany and other countries like India / Chile to employ highly skilled employees and build best in class products.
Realize this - tech is less constrained by the geographical location except for initial product validation and customer feedback.
But OPs point, I think there should be a change in his favor at least in short term.
