Consider this hypothetical scenario: you have a team of 5 people, from ratings 1 to 5. The average is 3; you need to hire someone greater than 3 to raise bar. However, let's say engineer with rating 1 got PIPd, and engineers with ratings 4 and 5 switched teams or companies. Now, the average rating in the team remaining is 2.5. You need to hire someone greater than 2.5 to raise the bar, and you end up hiring three engineers with ratings 2.75.
The new average of the 5-member team is 2.65. Your 50th percentile bar dropped.
