Amazon upleveled me after rejecting offer. Are they getting desperate?

Amazon offered me SDE1 after I fucked up their onsite a few weeks ago.
Declined offer but then the some other recruiter left me a message that they can offer me SDE2 instead.
Has this happened to anyone else? Feels like they're scraping the barrel here.
