There is a subtle difference, but your target isn't USCIS, your target is the trump administration (and administration appointees).
Just having a master's does not mean you get a visa. That was never the intent of the H1 program.
Not everyone has a red hat but that doesn't make them special.
Granted the OP did not give much details on what the job was or what the specialized knowledge is. But most complaints about the program here are for general software engineering positions.
Again, this is not my opinion, this is how the rules were written. They are just being enforced. The only way to change them is to have some immigration reform. That's just how it is.
