Got similar offer few days ago L5, 160k, 78k, 58k, 96 RSUs Requested for 160k, 100k, 78k and 110 RSU.. recruiter said they need to file for an exception and let me know in a week, waiting to hear back
All can be negotiated. Base is hardest to negotiate, followed by RSUs, all depends on how badly they want you, whether you have competing offer(s) and so on. Generally speaking, always shoot for the highest base pay and level.
I think the base is maxed out at 160k for Seattle Amazon
