any company company pay higher than netflix to senior engineers
people at netflix say they are paid at the highest range in the market. seems they really have a good comp. but is that the highest?

Yes, companies that are desperate to get top talent and money is what they have. Oracle OCI is one.

I'm guessing most of those are taking market appreciation into account on the stock side (all companies that gained value very quickly) whereas Netflix is known for paying that all in base
