Why has Facebook done so little in the name of verticalization?

Compared to Google, which has its own OS (2 of them, in fact), hardware, app stores, and browsers.
By verticalization, I'm talking about owning the means of consumption. They tried getting their feet wet in mobile with a Facebook skin of Android but doesn't seem like they pursued that very hard. They've also done some stuff with giving away free wifi in Africa and India but again, that's not much compared to Google.
Edit: And they have VR, but so does Google and Apple and Snap have AR.

The issue is people are hesitant to give Facebook their data at least in the 2D world
The main reason is, it's saturated and FB prefers to be industry leader at stuff like AR/VR
