Exploratory discussion first with new team's manager. Then you have to inform your current manager before scheduling of any interview (sucks, i know). After interviews are over and if they want to take you in, they initiate the process with HR to transfer you. Approval of transfer goes up in both hierarchy of the org (vague idea on how high up it goes. Probably upto director or VP. This takes a month or two). Once approved, you can have conversations with your current manager about date of transfer.
If you are not selected or you decided you didn't want to move after interviews, then relationship with your current manager becomes awkward. They sometimes screw you over in your focal (happened to me). So, be sure that the other team wants you definitely during exploratory talk itself. Have a long exploratory talk and get yourself partially interviewed at that stage itself.
No payscale changes. So no HR interview or no negotiations.
