Considering they block the entire Amazon network pretty sure it isn't AWS. (Maybe now they wish it was.) Yeah that's right, I an a Costco member and I can't access Costco.com from work because they block us. Pretty sure it doesn't stop the price matching teams who will just use other IP blocks, but it does block thousands of Costco customers who work for Amazon. Genius!

For now, they are hosted locally. Proprietary systems. That's the other side of it. Costco is not in the ecom business. The website seems to be a supplement to the warehouse, a necessary evil, so-to-speak. The parking lot for the warehouse in Issaquah was half full at 9AM. On typical work days, it's always full at 9AM. So where were all those people? Online. Costco IT doesn't get Black Friday off from work, like most companies do. Good question, why did it take so long to get a hotfix to Production, when there are over 1,800 FTEs working? Costco would be a very interesting case study. It is for me.

I’m assuming it was a horizontal scalability issue and not vertical... even on prem can fix vertical in 8 hours.. this thing lasted for two days
The article mentions only "per minute basis", not a Black Friday "per minute basis". I would suggest it's a larger loss.
Every company has a roadmap. Costco has a slower than average IT culture overall. Their IT dept has exploded in a short amount of time.

Yes, they are constantly hiring. Depending on your skillset, you can be paid well. However, there is a retail aspect to the job and they treat IT employees like warehouse employees and you do not get very many days off and no work from home.
