Upleveling with job switch

I want to uplevel as part of switching jobs. I'm ICT 3 but have worked way above my paygrade for some time now. I want more responsibilities.
How do I convince HRs to give me a chance at interviewing for the Staff level roles? Are there specific responsibilities I need to mention?
