The choice for EB2 or EB3 doesn’t directly depend on your degree. But rather the job requirements. If your company files in EB3, it’s probably because they estimate that your job doesn’t meet the EB2 requirements.
Exactly - the category is for a job role and not for a person. If the job doesn’t require a masters degree plus 3 years or bachelors plus 5 years - then it goes to EB3 position. That’s why you need to pay attention to the YOE requirements posted when they hire for a job opening. I made this mistake once and learned it.
You should push for EB-2 because it's easy to downgrade from EB-2 to EB-3 later if the EB-3 cutoff date happens to be more favourable. But as Sierra8 says, if they don't think your job meets the EB-2 criteria, then the option doesn't exist.
Or there is also the option to upgrade later. File EB3 now to lock in a priority date. And change category later. But that is really currently interesting for people born in countries with backlogs.
Upgrading requires a new PERM (unless you file in the EB-2 NIW category). That's why I say file in EB-2 now. It's easier to downgrade than to upgrade.
