tuition reimbursement

Hello,

so I have been at barclays for a year and one of the perks i was sold on during being recruited was tuition reimbursement .. fast forward to bejng on the job and i put the request in i was denied told my group doesnt budget for that... had a talk with my manager director and hr they said nothing could be done and that i should have got this in writing about tutiton reimbursement in my offer .( i for one didnt think i needed to do that because many companys offer tuition reimbursement).. months later i find out a girl in my group tuition reimbursement was approved (someone thats in my exact same mba program and i have been working at the company longer with request submitted before her).. i confronted my manager and he told me it was news to him two weeks later he blames another vp and says “it was a mistake we messed up” but nothing could be done .. i felt he was being shady so i went to contact hr and told them i felt i was being treated unfairly maybe because of color or gender. they told me they will investigate this and get back to me . do i have grounds to seek legal action . What do you think they are doing thats its been two weeks no contact from them ?
