If you apply without the right to work then you fail basic comprehension and will only succeed in annoying the company.
1. Team/Org for which the posting is has filled their quota/budget of number of Immigrants they can take for the year. They need to keep a balance.
2. Visa sponsorship is not available for this Engineering role, but is available for some other Role. One such example is SRE/Data Engineer which are new titles, but the company has not figure out how they map to old titles, which map to SOC code.
3. Require security or highly sensitive clearance
Above is based on experience and interaction, I had.
What you could do is, if possible work with recruiter to see if they feel comfortable to showcase your resume for other positions for which work visa is available. Once at the job, if you still are excited and want to transition to other Team, it is much easier conversation.
