How much time is needed to design a feature?

I’m all for good designs and then start to code and so on. But I feel at times getting the design all sorted out before starting to code is becoming kind of irritating at times. (Hear me out before passing judgment)

We have good design discussions, were we bring in designs for the requirements, think different use-cases; manage the designs, start coding, and tweak the design/code when run into blockers, and go on. Designing might take a max of 1 sprint, coding takes a week, testing and delivering takes appropriate time;

There is another team in my org, which does a thorough designing before starting to code anything; it has been ages since they delivered any code;heck their system is not even in production yet after 2 years.

When they talk about designing first, it kind of irritates me because, well at least our system is in Production, theirs isn’t even there; so I’m not sure how they would know the Production issues!
