Im watching closely this entire discussion about s386/hr1044 Since this is end of october, will hr1044 still be possible this year? Will it take effect in 2020 or 2021 the earliest?
Isn't the bill practically dead after some senator opposed it?

This bill will never make it out of the committee. It will be put out for debate, and since it's an incredibly bad and biased bill, any kind of debate will end up concluding against it.

It may pass accidentally if all senators are looking the other way. Most of them do not specialize in immigration, have not done any research on the topic. The bill is full of lie by omission: 1. S386 does not explicitly say in its text that “clearing backlog” is just a zero sum priority adjustment and backlog size will keep growing no change at all. 2. S386 does not discuss H1B, ICCs and the fact that large part of those Indians are not high skilled, they are low paid consultants with no rights that companies use to cut costs by not officially hiring a local American (or at least an actually high skilled foreigner that would be paid no less than an American). The backlog needs cleansing not just clearing. 3. S386 manipulates the reader to feel sorry for a single backlogged Indian while ignoring the big picture. For example China has bigger population but 7x less backlogged people. Clearly it is not about being a large country. Or the diversity issue. Or that large American companies are building huge offices in other countries diverting money flows from US because of what has been done to their ability to hire via H1B by some of those backlogged Indians. Without knowing those things they will read hr1944/s386 text and think that it is a good idea. Someone has to point out that the net effect of S386 is to hurt wages and kill diversity without doing anything to the backlog, that is not obvious automatically.

Yes. It is always on the table. There is vested interest regarding passing this legislation, Indian big money supports lobbying for it, and more senators are in favor of it than any time in the past. Really big money is involved
