My partner is getting internally company transfer (ICT) to Canada from the US at Amazon. Amazon is allowing to take the domestic partner on dependent visa. I'm in H1B visa working with US employer. I have not gotten H1B stamping yet. So can I travel to Canada in dependent visa and return back to the US, it is possible to get H1B stamping prior to my return to the US?

You can try in Canada, but they reserve the right to refuse. Check with an immigration attorney about your specific case.
But the main question in your case is the tax implication when working outside US on a H1 status. Please check with the company too.
