Rest of the company is tightening its belt. The company now has quotas for unregretted attrition (URA), 5% of the lowest performing employees are to be laid off this year. They don’t call them quotas they call them targets, but they are quotas. This is separate and distinct from other targets, such as 5% to get Least Effective rating (no raise) or 6-10% to be put on a dev plan (precursor to PIP and termination), depending on org. Getting a dev plan results in that employee being terminated (via agreed upon severance or outright firing) 65-70% of the time.
Your rating is determined almost solely by your manager, so you better know you are getting hired into a team that has your back. The people who have been at amazon <2 years are most susceptible to getting managed out to meet URA quota.
Amazon has become a stressful place, worthy of an NYT round #2, and it will hopefully normalize soon.
