Could anyone refer me for a product manager - API gig at netflix? Quit my job and currently driving an uber. Happy to chat or whatever’s needed.

Apply in the jobsite. Your resume will get reviewed. If your experience and background are what the hiring manager is looking for, they will reach out.
As a hiring manager, I hired multiple people based on random applications. Additionally, I was also hired purely from me applying in the site.
If it’s anything other than outlining your previous experience, it’s not needed in the application.
To be specific, the hiring managers and recruiters are highly skilled at reducing your competencies from your resume. The cover letter isn’t additive. The assumption of you really wanting to work at Netflix is deduced purely by you applying for the job. Trying to outline connective tissue between what you have done and how it correlates to the open role can be achieved by the hiring manager.
