I joined my team 8 months ago and now looking out for teams across org and outside our org within Microsoft.
Is there any policy change for interal transfer as i heard that now candidate has to first inform his manager that he is looking out. Will it not cause any issue with my current manager if I am not selected in other team's interviews.

Do you know which org you were targeting to go into? And where from?
Typically if u spend 1 year in role, u shld be fine...
No need to inform your manager till it looks like you're getting an offer. If u tried 10 roles b4 you got one, every notification becomes spam, a bad manager cld chuck you out quickly...
It may however be wise to inform him/her where your passions lie and what your likely next steps would be. Eg SDE > DS or SDE > PM, so it won't be a surprise.
It's required of managers to support you in your career growth. Mine had given support thus far, for 2 years.
Lastly, know that HR will check your connects once they are serious on getting you.
